The vampire is most often a human who has been turned. However, that is not to say other races can become vampires it's just that humans are the ones generally turned the most often. This is because human's are almost perfect vampire material and were elementally neutral and unable to resist magic. Their desire and ambition also makes it easy to seduce a human into vampirehood.
While not always evil many vampires are. The powers of a vampire are highly varied and far reaching, some can transform into monstrous beasts while others are masters of manipulation. All are highly magical creatures and share the traits of requiring blood to sustain themselves, finding light as an anethema (be it deadly or merely weakening) and they all need at least a stake through their hearts to destroy them. To become a vampire a being must first have almost all their blood drained before being given some of the vampires blood to drink.
Vampires are typically superior to the base races in all aspects (other than elemental magic, where their forte is darkness). They are often adept at necromancy although not all vampires practice it. The individual supernatural powers of a vampire are often referred to as "Dark Gifts" or "Disciplines" that a vampire develops with age and experiance. When a vampire drains another vampire of all it's blood the vampire will gain it's victims powers permanently and the other vampire will be destroyed. Some magical creatures blood will confer other powers to vampires too, dragons blood being the most sought after as it means the vampire no longer needs to drink blood to survive and gives the vampire the ability to survive and begin to use it's powers in the sunlight.
